Not available for my device?

I recently purchased a Chromebook and want to download and install the pro app. However for some unknown reason its not available for my devise?  Or it says not available in my area?  This is in Google Play Store!!  Why is it not available in android format, but available for Windows?

  Hello, 

  Audials Play Pro is compatible with Android devices, but the pro version is available only in some few countries.

  Does not make any sense, I have the program on my Windows 10 machine, but not available for my android machine.  I am in the US.  I keep getting emails and pop ups wanting to upgrade for a price, why should I upgrade if I cannot use on my Android machines.
