normalize audio files to 85-100 db setting?

What does the setting "Normalize audio files to 85-100 db" mean? Should i set it and what should i set it to? Does this prevent audio clipping?

  Hi,  It should even out the music volume making quieter and louder music close together. This can help in un-ideal listening conditions like in a car. However it does reduce the dynamic range i.e. quieter music should be quiet etc.  Clipping  is a problem either in the initial recording or the listening volume, so probably not.

  Using normalization reduces the dynamic range. I can understand why some my choose to do this but it seems odd to me that it would be the default setting.
