Convert ~18k WMA Files to MP3, M3U Playlists for Spotify

I'm looking to do what I describe in the subject line so I can merge in my vast collection which contains some rare recordings into what I play through Spotify.

Just getting started with Spotify, so have a couple of questions:

1. Is it possible to convert that many WMA files in-mass to MP3?
2. Any way to also use existing playlists on my PC to get started in Spotify so I don't have to start from scratch rebuilding them?
