My gpu only spin one fan

Hi, 

I have inno3d gtx 650 ti boost with dual fan, and i just clean it because i have using it for a long time and it's dusty. I open the gpu to clean it. 

After i finish cleaning and reinstalling my gpu back, i start my computer and only one fan that spin. The other fan spin but only for a second then off.

The cable and connector are good, i try to setting the fan from msi afterburner but still the fan wont work 

Help me

  Seems that this is not a problem related to Audials, but to your pc hardware due to some bad configuration/ broken part? So I doubt you will find help to your problem here.
